Laxus has access tot his magic thanks to of a Dragon Lacrima.
Until it's stated to be Dragon Force.it isn't Dragon Force.Mashima is pretty good with that kind of thing. He's made specific references to when Natsu ate Etherion against Zero so we know Dragon Force is the same power-up each time regardless of how it was achieved.There wouldn't be such a big deal over Sting and Rogue whipping out Dragon Force if Makarov knew Luxus could already do it, despite being a 'lesser' generation.The addition of scales doesn't mean a whole lot beyond pointing out that they're using Dragon Slayer magic. Luxus was already a powerhouse so we can't judge, but Cobra didn't gain an immense boost in strength, just a change in abilities.The only reason the change wasn't so apparent in Luxus is because he uses 'generic' Lightning Magic and Rairyuu magic. He knows what does and what doesn't compare to that level/type of power.The reverse is indicated by Gazille's missed punches and kicks throwing up gales which they did not do before he used his Iron Dragon Scales technique to beef his defence and offence.It still remains that Luxus didn't gain any power-up from the scales appearing, his techniques simply altered.Cobra got no power-up either as again, his technique altered.Honestly, until it's confirmed by Mashima it isn't Dragon Force because aside from the aesthetic resemblance it's got nothing else in common.

Before the Laxus's entertainment arc, it was unknown what type of magic he had. Normally all mages in fairy tail have a limit to how much magic they can use.For eg- Capricorn helps Lucy to increase her magic stamina.But the only exception to this rule are the dragon slayers who learnt their magic from dragons and gain their power by eating their element.For eg- Natsu eats fire, Gazeel eats iron and Wendy eats air.Now during the fight with Laxus, Natsu an Gazeel are unable to fight him as he is too overpowered. But they must be hoping that Laxus will eventually lose his magic stamina and then they can beat him. But then it was disclosed Laxus is a Lightening Dragon Slayer.
That makes him completely invincible as he can gain his power by just eating his element and can battle continuously. And that would make the situation worse. You are asking two questions. Number one is.Why is being a Dragon Slayer a big deal?And Number Two is.Why does being a Dragon Slayer seem to make the situation worse?Dragon Slayers are a unique type of people who utilize a form of Lost Magic, Dragon Slayer Magic. It was a big deal that Laxus was a dragon slayer because.It is uncommon for someone to utilise a lost magic or to be a Dragon Slayer and for Natsu it could have been a perfect opportunity to ask if he had been raised by a dragon and if he knew where Igneel was.Your other question however why does a dragon slayer seem to make a situation worse.
I am going to answer this question based on the Fighting Festival Arc. I am not sure what you mean but ill tack a guess at this.Dragon Slayers did not make the situation worse, they simply could not help due to Frieds which prevented Natsu, Gajeel and The Master from participating in the carnival and freeing the girls who were turned to stone by Ever Green.
